Poklicni fotograf v Radovljici od 1899. Sprava se je učil podobarstva pri Janezu Vurniku, nato fotografije pri Antonu Jerkiču v Gorici. Bil je začetnik družinske fotografske tradicije, žal je del dragocenega arhiva propadel v požaru. Vengar je bil mojster za družinske portrete.
